Syria contracted 5,000 MW of new generation. Four sites carry 80 per cent of it
The generation programme signed in November 2025 is usually described by its headline number. The more useful figure is its distribution: 4,000 MW of combined-cycle gas capacity concentrated at four existing plant sites, and 1,000 MW of solar spread across four others. Where the capacity lands determines which parts of the grid it can actually serve.

A generation programme is usually reported through its total.
Syria's is 5,000 MW, agreed in final form between the Ministry of Energy and a four-company consortium on 6 November 2025. That number has carried most of the coverage since.
It is the least informative figure in the agreement.
Capacity does not exist in the abstract. It exists at a location, connected to a particular substation, feeding particular lines. A megawatt at Mhardeh and a megawatt at Deir ez-Zor are not interchangeable, because the networks they connect to are not.
The distribution is the part worth reading.
Four gas sites carry 4,000 MW
The combined-cycle component is concentrated rather than spread:

Concentration of this kind is normal for thermal generation. Combined-cycle plants benefit from scale, and gas has to be delivered to wherever they sit, which argues for fewer and larger rather than many and smaller.
But concentration also means the programme's output is only as available as four locations are.
Every gas site is an existing one
None of the four is a greenfield location.
North Aleppo, Deir ez-Zor, Zayzoun and Mhardeh were all generating sites before the war. That choice does real work.
A new plant on a new site needs a switchyard, transformers, outgoing transmission lines and a connection point negotiated into the existing network. Those are separate projects with their own schedules, and they frequently outlast the plant itself.
An existing site has that infrastructure in some form already.
The qualification matters more than the advantage. "In some form" covers a wide range, and the condition of a switchyard is a different question from whether a turbine can be delivered to it. Rebuilding generation at a site whose outgoing lines are damaged produces power that cannot leave.
The siting decision shortens one problem. It does not remove it, and it makes the programme's schedule partly dependent on transmission repair that sits outside these agreements.
The solar is distributed where the gas is not
The remaining 1,000 MW is photovoltaic, and it is spread differently:

That produces a rough east–west spread across the populated corridor rather than a single concentration, which suits photovoltaic generation. Solar plants are modular: 300 MW can be built as a field of identical units and commissioned in sections, so partial output arrives before the whole plant is finished.
A combined-cycle plant cannot generally do that. It runs when it is built.
Two technologies, two clocks
That difference shows up in the reported schedules. The solar plants have been described as roughly two-year projects and the gas plants roughly three.
The ordering is worth noticing, because it inverts the capacity split. The smaller fifth of the programme is the part expected to arrive first.
For a grid working to extend daily supply hours, that ordering has practical value: 1,000 MW of daytime generation arriving a year ahead of the thermal capacity is a different proposition from 1,000 MW arriving alongside it.
It is also the part that does not depend on gas being delivered.
The gas question sits outside the agreement
Four combined-cycle plants totalling 4,000 MW need fuel, continuously, for as long as they run.
Syria's own gas production has been reported at around 7 million cubic metres a day, with an official target of 15 million by the end of 2026. The country also imports: Azerbaijani gas has flowed through the Turkey–Syria pipeline since August 2025, and Jordan has supplied roughly 4 million cubic metres a day through the Arab Gas Pipeline under a January 2026 agreement.
None of that supply is secured by these generation contracts. Building a plant and fuelling it are separate commercial problems with separate counterparties, and a combined-cycle plant without gas is a capital asset producing nothing.
The 5,000 MW figure describes what could be generated. What is actually generated will depend on arrangements that sit elsewhere.
What the consortium structure suggests
The four companies are not interchangeable.
UCC Holding of Qatar leads, through its Urbacon Concessions Investment arm. Kalyon G.I.S. Energy and Cengiz Energy are Turkish contractors with utility-scale construction records. Power International Holding is US-based and also appears as a signatory on Syria's offshore exploration memorandum.
Three countries with distinct relationships to Syria's reconstruction are represented in a single contracting vehicle. Turkish participation supplies regional construction capacity; Qatari participation supplies the financing structure; the US presence became practical only after the sanctions relief announced in May 2025.
The consortium's composition is therefore a reasonable proxy for which international relationships had to be in place before a programme of this size could be signed at all.
What the total does not say
5,000 MW is a real commitment with named sites, named capacities and named counterparties. That is more specific than most reconstruction announcements.
What the number does not carry is the sequence.
Four gas sites, all previously in service, dependent on transmission that is not part of these contracts and on fuel secured under separate agreements. Four solar sites on a shorter clock, modular enough to deliver partially, and needing no fuel at all.
The headline is one figure. The programme is eight sites on two schedules, and the distance between them is where the delivery risk sits.
